It stated that the Defense Ministry had consulted with the Chairman of the Verkhovna Rada of Ukraine Committee on Law Enforcement and the Chairman of the Verkhovna Rada of Ukraine on National Security, Defense and Intelligence on Laws that “caused public resonance”.
“The Ministry and Parliamentarians have reached an agreement on the full support of the Law on the Military Ombudsman submitted to Parliament by the President of Ukraine, – added the ministry.
The Ministry of Defense also declared support for the position of the Verkhovna Rada Committee on Law Enforcement and the Verkhovna Rada Committee on National Security, Defense and Intelligence on the need to exclude from the Law No. 13452 the provisions on strengthening the military responsibility for disobedience.
“The Ministry of Defense believes that the bill No. 13452 requires revision together with the profile committees of the Verkhovna Rada. The discipline in the army should be based not on punishment, but on justice,” – said in the department.
What is known about the billAccording to UNIAN, in the first version of the Law No. 13452 it was proposed to establish criminal responsibility for refusing to execute the commander’s order. Moreover, they were offered to plant for a period of 5 to 10 years.
According to People’s Deputy Alexander Fedienko, he makes it possible to increase control over the so -called insignificant military violations. It also increases the responsibility for the army provided. At the same time, the parliamentarian noted that too rigid punishments can be demanding the military without taking into account the circumstances.
