The Ministry of Defense announced the composition of the supervisory boards for two procurement agencies

The Cabinet of Ministers, on the proposal of Defense Minister Rustem Umerov, approved the appointment of supervisory board members for defense procurement agencies – “Defense Procurement Agency” and “State Rear Operator”. This was announced by the Ministry of Defense on October 11.

As Minister Umyerov stated, the appointment of supervisory councils “guarantees independent control over processes, minimizes the risks of corruption and increases trust in the system both within the country and among international partners”.

The agency indicates that both Ukrainian and international experts will be part of the supervisory bodies. Supervisory boards are supposed to be independent in their activities.

The Supervisory Board of the Defense Procurement Agency included as independent members:

  • Patrick Auroy – worked in the French defense sector and in NATO
  • Kateryna Kuznetsova – has “more than 25 years of international experience in the field of auditing and corporate finance”
  • Lukash Stolyarski – worked at NSPA NATO, managed multinational teams and complex logistics

Deputy Minister of Defense of Ukraine, economist Yuriy Dzhigyr and director of the Come Back Alive Foundation Taras Chmut were elected from the state to the council.

The government also approved the appointment of independent members of the supervisory board of the State rear operator:

  • Simon Woodward – has experience in the UK and international pharmaceutical, retail, FMCG, foodservice, military and risk goods sectors
  • Hanna Demchenko – worked “in international companies in the financial direction”
  • Mykola Royenko – worked in the implementation of compliance and internal audit functions

Deputy Minister of Economy Nadiya Bigun, who coordinates the development of state policy in the field of procurement, and Yulia Marushevska, head of the Change Support Office of the Ministry of Defense, became state representatives in the supervisory body.

Earlier on October 11, the Cabinet of Ministers appointed two deputy ministers of defense: Serhii Boev and Serhii Melnyk.

The state operator of the rear – a state agency that provides the needs of the Armed Forces in food, fuel and lubricants, clothing and medical supplies – has been operating since December 2023.

The Defense Procurement Agency was launched in the summer of 2022. It is engaged in the procurement of weapons.
