According to the report, Gram and Umyerov signed a Memorandum of Understanding on material cooperation, which establishes “general principles, goals and frameworks of cooperation.”
During the briefing, Gram stated that he discussed the situation on the battlefield in Ukraine with Umyerov, while the parties focused on cooperation, in particular, within the framework of coalitions to support Ukraine’s capabilities.

“We also focused on how to strengthen our industrial cooperation. Of course, we have provided help from our own reserves and will try to do so in the future, but more help should come from Norwegian and Ukrainian industry. When it comes to Ukrainian industry, I saw with my own eyes when I visited Odessa what Ukraine is doing to scale up its production. Their production capabilities are impressive,” the Minister of Defense said.
He added that Norway plans to finance defense production in Ukraine, as well as help the defense industry of Ukraine “to acquire technological solutions that will allow them to make even more innovative products.”
Umyerov thanked Norway for its support, noting that Ukraine is interested in cooperation with Norwegian companies in all sectors in which they operate:
“We even discussed a certain Norwegian model that would allow joint investment in technological progress. This is a good basis for our cooperation.”
Umerov arrived in Norway on November 14, where he met with the country’s defense minister and discussed, in particular, the strengthening of the Ukrainian air defense system.
