According to the document, by October 31, 2025 he plans to adjust the technical and economic justification of the construction of power units, and by December 31 – to develop and submit to the Parliament a bill on the placement, projection and construction of power units.

Officials are planning to start the construction of power units at Khmelnitsky NPP by December 31, 2026. At the same time, it is not clear which reactors will be used in the completion of the KhPPS blocks. It is known that the Ministry of Energy conducted negotiations on the purchase of two reactors of Russian production in Bulgaria, but the results were not reported.

Also in the plans of the government – to create own production of nuclear fuel. For this purpose, in particular, it is planned to start the construction of a nuclear plant for the production of thermal collections for nuclear reactors.

This means that government officials plan to refuse or at least reduce nuclear fuel purchases abroad. It is known that Ukraine, despite its own huge reserves of uranium, has long bought nuclear fuel at Rosatom, and later switched to American nuclear fuel from Westinghouse.

For the first time, two blocks at Khmelnitsky NPPs were talked about in 2024. According to the head of Energoatom Peter Kotin, this is required to compensate for the loss of access to the occupied Zaporizhzhya NPP.

On February 26, 2025, the Verkhovna Rada gave “Green Light” to the purchase of Russian -made reactors in Bulgaria, but other obstacles appeared. In particular, Bulgaria’s authorities stated that he would not sell the reactors, although the Ministry of Energy himself assured that they did not receive an official response to the reactors.

The initiative to complete the units was criticized by experts. Analysts emphasized that no expertise was conducted on how much reactors from Bulgaria would fit Ukraine. Thus, there is a risk that they will never work after purchasing.
