Finance Minister Serhiy Marchenko announced this during an hour of questions to the government in the Verkhovna Rada.
“It is a figure that determines the base for all other payments, including social payments. The subsistence minimum will be revised and will be taken away from other non -pecuniary payments and other payments in order to consult it and make it sufficient and understandable.
According to the state budget project, in 2026 the total subsistence minimum per person in Ukraine will be UAH 3209. Compared to 2024 and 2025, it will increase by UAH 289. However, its additional increase is not currently impossible as it will cause excessive pressure on expenditures.
As the Minister of Social Policy Denis Ulyutin explained, the subsistence minimum is now tied to a large number of payments that are not peculiar to him. And in order to increase this indicator it is possible, some legislative changes are required.
“Currently, the Verkhovna Rada is considering a draft law that will allow us a living wage at the actual level. Currently, the subsistence minimum is tied to a large number of non-pecuniary payments. As soon as we can uninstall, we can clearly set the subsistence minimum. – says the minister.
We will remind, to remove the subsistence minimum from the non -peculiar payments to the government officials told representatives of the media two years ago. According to the calculations of the Ministry of Social Policy, the amount of the actual subsistence minimum per person as of June this year is at least 8422 hryvnias a month, reported in the trade union of employees of education and science of Ukraine.
The budget draft for 2026 is the main newsIn the draft state budget for the next year, state expenditures are provided at the level of UAH 4.8 trillion (this is UAH 415 billion more than the current budget). Revenues should be UAH 2.8 trillion (growth by UAH 446.8 billion).
At the same time, according to official budget data, the total State Borgh of Ukraine should exceed 100% of GDP for the first time. According to the document, it will amount to UAH 10,472 billion, or 101.6% of the gross domestic product. The budget for 2025 provided for the state debt at the level of UAH 8 210 billion, or 97% of GDP.
