The government approved the budget declaration for 2026–2028: People’s Deputy Zaburannaya revealed the details of the document

She emphasized that this Declaration is based on the priorities of European integration, reforms that are being developed jointly with the International Monetary Fund, and ambitious purposes of Ukraine’s restoration, development and defense.

Zaburannaya noted that the main priorities of the budgetary declaration are to strengthen the defense and restore territorial integrity, the vigorous of the regions affected by the war, to increase social standards, to support small and medium -sized businesses, to transparent management of state investments, and to reduce budget deficits.

As for social standards, the following indicators are projected:

  • The minimum salary in 2026 – 8688 UAH, in 2027 – 9374 UAH, in 2028 – 10059 UAH,
  • The subsistence minimum of 2026 – 3288 UAH, in 2027 – 3482 UAH, in 2028 – 3667 UAH.

Zaburan added that GDP growth is also projected in 2026 – 4.5%, in 2027 – 5.0%, in 2028 – 5.7%.

But inflation will gradually decline:

  • in 2026 – 109.7%,
  • In 2027 – 107.1%,
  • In 2028 – 105.6%.

The People’s Deputy also told what the exchange rate was planned for the next three years. In particular, the forecast for 2026 – 44.7 UAH/dollar, for 2027 – 45.2 UAH/dollar, and for 2028 – 45.6 UAH/dollar.

Zaburany writes that the unemployment rate will remain high – about 13%, due to the structural restructuring of the economy.

“Fiscal space is almost 900 billion UAH for three years. These funds can be directed to social support, assistance to veterans, fertility stimulation, development of entrepreneurship, the needs of the security and defense sector,” the message reads.

With regard to international support, Ukraine will continue to cooperate with international partners:

“It is planned to create a US-Ukrainian investment fund that will help attract investments and technologies.”

The document also includes the recovery price – $ 524 billion over the next decade. It is so much that Ukraine needs to recover after Russian aggression.

In addition, the People’s Deputy drew attention to the two scripts in the document:

  • Optimistic – with improving the security situation since 2026,
  • Pessimistic – preserving the risks we now overcome.

“The budget declaration is not just figures. It is a roadmap, a vector of movement of Ukraine for sustainable development, the EU and the victory,” she emphasized.
