The future of international institutions depends on how the war in Ukraine ends.

German political scientist, director of the Center for East European and International Studies Gwendolyn Sasse wrote about this in a column for The Guardian. She explained that there is no ceasefire, no confirmed military support from Europe and the USA, and most importantly – Russia does not want the war to end.
The author recalled that at the last negotiations in Paris with the participation of the USA, it was possible to unite 35 countries of the “coalition of the willing”. The main purpose of the agreements was to promote the principle and implementation of security guarantees for a future ceasefire.
“However, the actual outcome remains unclear, as peace talks have not yet begun. This will require the active participation of Ukraine and Russia, as well as a willingness to compromise on both sides. So far, only Ukraine has demonstrated such a willingness. During these negotiations, Russia has continued and intensified its attacks on Ukraine, particularly targeting vital energy infrastructure, thereby increasing the physical and psychological pressure on the civilian population during the cold winter months,” she wrote. she
In her opinion, the declaration signed in Paris is only a “declaration of intentions”. It concerns the coalition’s participation in the US-led cease-fire monitoring and verification mechanism, support for the armed forces of Ukraine, European-led multinational forces for Ukraine, the commitment to support Ukraine in the event of Russia’s violation of the cease-fire agreement, and the commitment to long-term cooperation with Ukraine in the field of defense.
As part of the multinational forces, Great Britain and France have once again declared their readiness to deploy troops in Ukraine after the implementation of the ceasefire regime, as a military backup mechanism in case of its violation:
“What constitutes a violation and what kind of response it will provoke remains to be determined.”
She also reminded that German Chancellor Friedrich Merz spoke for the first time about the possible participation of German troops in ensuring the ceasefire. But they can be placed only in NATO countries bordering Ukraine.
“He made a number of assumptions that still need to be verified, in particular the readiness of the states of Central and Eastern Europe to deploy German troops,” the author writes.
She added that communication between European and other troops, a significant Ukrainian army, and the participation of the United States is critically important for ensuring security guarantees for Ukraine. But “the current track record of the Trump administration does not inspire much confidence in the long-term commitment to any deal on this relationship.”
“Of course, it is necessary to clarify who and what is willing to do to ensure a cease-fire, but the key issue remains the same as throughout 2025: there is no apparent political will on the part of Russia for serious negotiations. President Putin believes that time is on his side and feels encouraged by direct negotiations with Trump and his transaction-oriented administration,” the article says.
She concluded that the term “coalition of the willing” signals that “we have entered a period of situational relations between states, outside the boundaries of existing international institutions and law. Whether the war in Ukraine will end and how it will end will be decisive for this new path.”
