In his opinion, the first version of the law envisages a somewhat outdated approach to which countries Ukraine should establish the process of multiple citizenship with.
On the air of the telethon, former Minister of Justice of Ukraine Denys Malyuska shared his opinion about the purpose of the law, which proposes to change the government and in which details “the devil is hiding”.
He noted that, of course, any state would like its citizens to have no legal ties with others and remain only its citizens. But this does not correspond to the realities of almost any country in the world, especially considering the actual circumstances.
“Probably, hundreds of thousands of Ukrainian citizens have the citizenship of another country. Accordingly, it was wrong to bury your head in the sand and ignore the problem all these years. Especially considering the number of citizens who are currently abroad,” Malyuska said.
According to the ex-minister of justice, it is unlikely that the law on multiple citizenship will be a consequence of the fact that “we will become 52 million or the number of citizens of Ukraine will increase explosively.” Multiple citizenship in itself will not make Ukraine attractive for Ukrainians to return here or talents from all over the world to emigrate. Because the key factors will be security, availability of high-paying jobs, good education for children.
He believes that the purpose of the law is to solve the existing problem.
“It is also quite simple. According to the current law, if our citizen – a citizen of Ukraine acquires the citizenship of a foreign state, he must automatically lose the citizenship of Ukraine. That is, legally the president should issue a decree and record the loss of citizenship of hundreds of thousands of Ukrainian citizens. What in view of common sense, the situation with demography, and in general, our plans for economic growth in the future, it is devoid of any meaning,” Malyuska emphasized.
In addition, many other questions arise, in particular, how to understand which citizens have dual citizenship and who do not. He added:
“So that there was no selective application of the legislation that someone was deprived and someone was not.”
According to Malyusyka, this is the right initiative from all sides, but “the devil is in the details.” Many people understand the need for multiple citizenship, but everyone sees this institution differently.
“For example, should Ukrainian civil servants have citizenship exclusively of Ukraine and no other citizenship. Should there be any restrictions on the presence of foreign citizenship for politicians. Many other questions will arise during the adoption of this law. But the general message is clear that in general the parliament supports the initiative,” the ex-Minister of Justice emphasized.

In particular, another law should appear with a list of those states where it will be easier for Ukrainians to obtain citizenship without consequences, and where it will be easier for other citizens to obtain Ukrainian citizenship. Malyuska explained:
“It seems to me that this approach is too conservative, it could be made more liberal. That is, to approve the list not of those who are allowed, but of those who are prohibited. Both politically and mechanically, it is much easier.”
In his opinion, this may be a matter of phasing.
“At first, this is a limited law. And then it will be more liberal, if everything goes well,” added the ex-Minister of Justice.
The law on multiple citizenship – detailsAs UNIAN reported, on December 17, the Verkhovna Rada adopted the draft law on multiple citizenship introduced by the president in the first reading.
According to the first deputy head of the State Migration Service of Ukraine, Iryna Kovalevska, the draft law provides that if a foreigner acquires the citizenship of Ukraine, he may not leave the citizenship of his citizenship. Similarly, if a citizen of Ukraine acquires the citizenship of a foreign state, he may not leave the citizenship of Ukraine.
