“Since January 1, MSEK has stopped its activities. In their place, an assessment of the daily functioning of a person is introduced, which is carried out by expert teams of general practitioners in multidisciplinary hospitals. Assessment can be face-to-face, part-time, remote or at the place of stay or treatment. All information will be recorded in the electronic system,” Shmyhal wrote in a telegram.
According to him, as of the evening of January 1, more than 40,000 cases were handed over to the expert teams, the consideration of which was delayed in the MSEK, these cases will be considered in the first quarter of 2025. In addition, an electronic system has been launched and more than 30,000 cases have been digitized, the head of government noted.
Shmyhal added that the MSEK reform will “continue and be improved” during 2025.
On December 30, President Volodymyr Zelenskyi signed Law No. 12178, which provides for the liquidation of medical and social expert commissions (MSEK) in Ukraine.
In October, Zelenskyy implemented a decision of the National Security Council regarding the activities of the MSEC, which provided for the liquidation of medical and social expert commissions, the review of their decisions, and the reform of the MSEC system in Ukraine. A few days later, in compliance with the decisions of the National Security Council and the President, the government approved a plan to combat corruption and other offenses among the MSEK.
This meeting of the National Security Council and the corresponding decision were preceded by a number of reports about alleged abuses in the MSEC.
