According to the article for The Spectator, the political scientist, the chairman of the Consulting company Mayak Intelligence, the author of about 30 books on Russia Mark Galeotti, such a restrained approach is surprising, because in the past Moscow with fury responded with threat to further sanctions. However, Galeotti notes, there are three main reasons for such a reaction.
