According to Golobutsky, the Ministry of Health agreed to a public “discount” of 100 minor drugs, which were made by the manufacturers themselves. At the same time, the prohibition of marketing contracts did not reduce retail prices, but allowed companies to leave marketing budgets.
“The compromise model offered by market participants was rejected without explanation. Instead, the option was only beneficial, only a narrow range of manufacturers,” the political scientist said.
As a result, according to the expert, it is not about the reform, but about the redistribution of hundreds of millions of hryvnias, which the end consumer eventually pays. Most of the Pharmacemark participants did not support the proposed model.
According to Holobutsky, the current situation demonstrates the symbolic nature of the Ministry of Health: “Loud statements, a minimum of real changes and the avoidance of conflict with influential players.”
“Such manual regulation has nothing to do with the care of the patient. It is control of financial flows, not a systematic solution,” the expert summarized.
He also added that the current policy in the industry testifies to the behind -the -scenes game rules – not in the interests of competition, but for the benefit of some strong market players.
