Also, the draft state budget for 2026 provides for the purchase of another 100 cars, among which will be the first modern double-decker passenger car.
As reported by the Ministry of Finance, over the past five years, the government has purchased 166 modern Ukrainian-made passenger cars, which people are already using.
The Deputy Minister of Finance of Ukraine, Oleksandr Kava, noted that double-decker passenger cars will significantly optimize passenger transportation costs. According to him, the maintenance costs of single- and double-decker cars differ by about 10%, while the number of seats in a double-decker car increases by almost 80%.
“In the future, the model range of double-decker cars will include options for both night service with sleeping places and day service with seating,” Kava said.
The deputy minister reported that, in addition to this, work on the construction of a new Eurotrack continues in Ukraine. This year, the government has already built a 1435 mm Eurotrack from Chop to Uzhhorod, 22 km long.
“In 2026, we plan to start work in the direction from the Polish border to Lviv. In the medium term, the Eurorail should also appear in Chernivtsi and Lutsk. The implementation of these projects is planned within the Connecting Europe Facility (CEF), which covers 50% of the costs. The electrification of the Chop – Uzhgorod section of the Eurorail is also underway, which is planned to be completed by the summer of 2026,” said Kava.
Construction of Eurotrack in UkraineIn July 2025, the European Union decided to allocate 76 million euros in grant aid for the implementation of the first stage of construction of the Eurotrack in Ukraine.
This project envisages the creation of the first full-fledged section of the European track from the border of Poland to Lviv. After the completion of the works, Ukrainian passenger and freight trains will be able to go to Poland and EU countries without transfers, without changing carriages and without stopping at the border.
In September 2025, the first newly constructed section of the Eurotrack between Chop and Uzhgorod was opened in Ukraine. Then Deputy Prime Minister for Reconstruction – Minister of Community and Territorial Development Oleksiy Kuleba announced that the next step would be the construction of the Eurorail route to Lviv.
