The efforts of Ukrzaliznytsia to introduce differentiated raising ratios to rail tariffs is perceived by business as fiscal pressure, says expert / ua.depositphotos.comThe efforts of Ukrzaliznytsia to introduce differentiated raising ratios to rail tariffs is perceived by business as fiscal pressure, says expert / ua.depositphotos.comThe efforts of Ukrzaliznytsia to introduce the so -called differentiated rates to rail tariffs is perceived by the business as fiscal pressure, not as an element of transparent tariff policy. This was stated by the President of the Ukrainian Committee of the International Chamber of Commerce (ICC Ukraine) Vladimir Shchelkunov.

“The motivation of Ukrzaliznytsia is clear: the concentration of transportation to ports (especially against the background of partial unlocking of the Black Sea) creates peak loads that require additional resources and prompt control of moving composition. However, the introduction of raising coefficients on port directions is perceived by business as a fiscal pressure, not as a fiscal pressure.

He expressed the belief that such decisions should be made in advance and with the participation of all stakeholders, and should be granted economic justification for additional costs on port transportation.

“It is unacceptable to introduce new financial burdens unilaterally without adequate business compensation. Business is ready for dialogue, and expects not administrative pressure but partnerships. ICC Ukraine has already initiated consultations with the Ministry of Infrastructure, Ukrzaliznytsia and leading exported assembly, to work. Logistics.

According to him, the overall position of ICC Ukraine is unchanged: martial law in the country is not a time for business experiments.

“The tariff policy should be predictable, step -by -step and market substantiated. We maintain the financial stability of Ukrzaliznytsia, but we cannot allow the cost of its preservation to be de -industrialization of the country and collapse of exports. The necessary institutional partnership – on an equal footing,” the expert summarized.

Recall that Ukrzaliznytsya was recently accused of tariff manipulations in the direction of ports: the company has begun to introduce new coefficients to the tariff, depending on which port it is sent to. As a result, the largest private investor of Ukraine, the enterprise ArcelorMitall Kryvyi Rih, threatened Ukrzaliznytsia with a court lawsuit – because such changes are artificial and unfounded, and is an abuse of a monopoly position.
