Russian leader Vladimir Putin aims to intimidate the West by renewing the nuclear doctrine, which expands the conditions for Russia’s use of nuclear weapons, German Foreign Minister Annalena Berbock said in Warsaw on November 19.

“We will not allow ourselves to be intimidated,” the head of German diplomacy emphasized, pointing out that threats from the Kremlin are not the first time.

“Putin plays with our concerns and fears. He started it not 1000 days ago, but back in 2014. Even then, we heard the warnings of our Eastern partners, who clearly said that we cannot rely on promises from the Kremlin, but we must invest in our defense and security ourselves. Unfortunately, neither we nor the previous federal government listened to our partners in Europe. And when it comes to Nord Stream 2, we made the fatal mistake of succumbing to threats or false promises. And after February (2022 – ed.) the federal government said it would not repeat this mistake a second time. That is why we are together and cooperating as Europeans, that is why we are here as the strongest European countries,” Burbok said after meeting with the leading diplomats of Poland, France, Italy, Spain and Great Britain.

The Minister of Foreign Affairs of Germany noted that her country has supported Ukraine’s security every day for 1,000 days and will continue to do so until Putin withdraws his troops from Ukraine and until peace reigns on the European continent.

Burbok also mentioned the hybrid attacks used by Russia: “We are talking about cyber attacks, surveillance of critical infrastructure. Yesterday, the cable between Finland and Germany was cut, most likely this also applies to Sweden. The fact that this cable is damaged is definitely not an accident. We must daily convey to our society that Putin is attacking not only Ukraine, but European democracy in general, and we must fight daily for this European democracy, protecting both Ukraine and our critical infrastructure in Europe.”

The updated doctrine provides that the basis for a nuclear attack can be “aggression against the Russian Federation and its allies by any non-nuclear state with the support of a nuclear state”, as well as a massive air attack by non-nuclear means, in particular drones.

Putin proposed to update the doctrine of nuclear deterrence at the meeting of the Security Council of the Russian Federation on September 25. The spokesman of the President of the Russian Federation, Dmytro Peskov, said that the changes should be considered as a “certain signal” for the West. “This is a signal that warns these countries about the consequences in case of their participation in an attack on our country by various means, and not necessarily nuclear ones,” Peskov said.
