This is reported by the Ministry of Internal Affairs of Ukraine.
“Information has been spread on the network that a system of penalty points for drivers has been in operation since 2026. This is not true,” the information emphasizes.
At the same time, it is noted that there are a number of draft laws designed to settle this issue and in the future to introduce penalty points based on the best practices of foreign countries.
“However, this issue is still under consideration, and penalty points have not been introduced!” – the Ministry of Internal Affairs of Ukraine emphasizes.
Penalty points for drivers – what is known As UNIAN reported, in April 2020, the Verkhovna Rada of Ukraine removed from the Code of Ukraine on Administrative Offenses the norm regarding penalty points for traffic safety offenses recorded in the automatic mode. The application of penalty points preceded the application of an administrative sanction in the form of a fine.
At the same time, the experience of developed countries shows other approaches to the application of penalty points, which are considered as an additional incentive for the violator to realize the seriousness of the consequences in case of systematic non-compliance with traffic rules, including by deprivation of the right to drive a vehicle. The application of a stricter type of liability occurs after the driver has accumulated a certain number of penalty points, and not removal, as provided for by the legislation of Ukraine.
In October 2025, draft law 14133 was registered in the parliament, which proposes to return penalty points for drivers in Ukraine for violating the Traffic Rules. It provides that, depending on the severity of the traffic violation, drivers can receive from 1 to 5 points. If 15 points are accumulated in a year, the driver’s license will be suspended. You will need to retake the training and pass the exam to get your rights back.
