The attempt of the Cabinet of Ministers to “release” electricity on paper led to the fact that hospitals and electric transport fell under the schedules.

At the same time, the example of Lviv is not the only one in Ukraine, states energy expert Gennadiy Ryabtsev in a comment to UNIAN.
“The example of Lviv is just one of many examples. Most likely, there are many more such cases, but not all of them get into the media. Not all cases become known,” the expert said.
He noted that during the meetings regarding the search for the so-called additional gigawatt of electricity, the heads of regional administrations operated with conditional rather than real figures. According to him, no one has carried out real monitoring of consumption, and now the government is trying to get actual confirmation of the previously announced indicators.
“Since it became clear that this additional gigawatt is not available, disciplinary measures have already begun. And the Cabinet of Ministers is beginning to demand that they demonstrate the release of these capacities,” the expert said.
This, Ryabtsev emphasizes, is what leads to shutdowns of critical infrastructure facilities.
“We will receive more than one such case when critical infrastructure objects will be turned off,” said the specialist.
He is convinced that instead of this, the government should have fulfilled the task that was set before the Ministry of Energy earlier – to update the methodology for determining protected consumers – that is, those whose lights are not turned off.
“The approach that the Cabinet of Ministers used and forced the military administrations to use was questionable and difficult from the point of view of technological implementation from the beginning,” said Ryabtsev.
In addition, he believes that the government is unlikely to admit its own mistakes.
“The Cabinet of Ministers made the wrong decision, and now, since they have already adopted a bunch of documents, they will continue to put pressure on the city state administrations in order to release this gigawatt of power and transfer responsibility to the regional state administrations,” the expert added.

Later, the Prime Minister of Ukraine, Yuliya Svyridenko, reported that the government has banned the shutdown of health care facilities during the application of electricity supply restriction schedules. Previously, the government made a number of decisions that provided for the reduction of the list of consumers who cannot turn off the light even in conditions of electricity shortage.
At the same time, energy expert Gennady Ryabtsev explained even then that Ukrainians should not expect a relaxation of power outage schedules due to the additional gigawatt of electricity for the population promised by Prime Minister Yulia Svyridenko.
