In compliance with the decisions of the National Security Council, the government approved a plan of measures to combat corruption and other offenses during the establishment of disability for officials.
The department recalled that at the end of October, the National Security and Defense Council of Ukraine, chaired by President Volodymyr Zelenskyi, held a meeting at which it reviewed the situation regarding corruption and other offenses during the establishment of disabilities for officials of state bodies.
In compliance with the decisions of the National Security Council, the government approved a plan of measures to combat corruption and other offenses during the establishment of disability for officials. As part of the implementation of the measures of this plan, the Ministry of Health created an interdepartmental working group to check the validity of the decisions of the medical and social expert commissions regarding the establishment of disability for officials of state bodies.
“As of the end of November 2024, the group, according to information from the Security Service of Ukraine, the SBU and the Prosecutor General’s Office, has formed a list of 1,695 officials from more than 30 state bodies. They have been sent to carry out an examination on the validity of the decisions made in their regard by medical and social expert commissions. In particular , among the selected cases to be reviewed:
- 32% – employees of the tax service of Ukraine;
- 26% – employees of prosecutor’s offices;
- 17% – employees of the customs service;
- 25% are employees of other state bodies,” the Ministry of Health reports.
It is noted that the list of persons whose cases are subject to review increases as additional data is received from representatives of law enforcement agencies.
“For the next two months, the validity of the decisions of the MSEK regarding the establishment of disability for officials will continue, and in the case of unjustified adoption of such decisions, their revisions will be carried out in accordance with the resolution of the CMU dated 03.12.2009 No. 1317,” the message says.
The interdepartmental working group included representatives of the Ministry of Health of Ukraine, the Ministry of Social Policy, the Ministry of Internal Affairs, the National Agency for Civil Service, the Security Service of Ukraine, the State Bureau of Investigation, the National Police of Ukraine, regional and Kyiv city military administrations.

Scandal with the work of MSEKAs UNIAN reported, on October 20, the President of Ukraine, Volodymyr Zelenskyi, convened a meeting of the National Security Council due to numerous incidents with MSEK and “false disabilities”.
Before that, many registered disabilities were discovered by representatives of the prosecutor’s office. After that, General Prosecutor Andriy Kostin resigned.
Zelenskyi, speaking about fake disabilities and prosecutors’ connections with medical and social expert commissions, called these people “the real internal enemy” in the rear.
Soon after, the government approved the draft law developed by the Ministry of Health on the liquidation of MSEK in its current form by January 1, 2025. From next year, expert teams for assessing the daily functioning of a person, consisting of practicing doctors, will start working.
This month, the Prosecutor General’s Office informed that 523 people with disabilities currently work in prosecutor’s offices at all levels. It was noted that this figure is less than 6% of the total number of prosecutors and does not exceed 10% by prosecutor’s office. However, a significant excess of these percentages is recorded in Khmelnytskyi and Cherkasy regions – 29% and 27% of local prosecutors, respectively.
