However, Russia, which has not been a member of the Ottawa Convention, has attacked Ukraine, actively using anti-personnel mines as a method of warfare since 2014, the Foreign Ministry emphasized.
“From 2022, when Russia has started a full -scale invasion of the territory of our country, the mass use of such means created an asymmetric advantage for the aggressor. We emphasize that at the time of signing and ratification by our state the Ottawa Convention, such circumstances were not and could not be envisaged. with Article 51 of the UN Charter, “the statement said.
The Foreign Ministry noted that earlier the withdrawal from the Ottawa Convention declared Latvia, Lithuania, Estonia, Poland and Finland. The reason was Russian aggression against Ukraine.
“Therefore, given the unconditional priority of our country’s defense against the rigid Russian aggression, our land from occupation, and people – from horrible Russian atrocities, Ukraine has made a difficult but necessary political decision to stop the fulfillment of irrelevant obligations on the Ottawa Convention. an independent and free state, ”the Foreign Ministry added.

Kostenko stressed that this is a step that has long been demanded by the reality of the war. He stressed that Ukraine cannot remain linked in conditions where the enemy has no restrictions.
