“It affects negative” – Stephanyshyn about the conflict between the Defense and AOP and NATO reaction

Viceremier-Minister on European and Euro-Atlantic Integration of Ukraine Olga Stephanyshyn after meetings in Brussels in NATO headquarters and EU institutions stated that the issues of public scandals between the Ministry of Defense and the defense agency of the partners were raised at its meetings.

“The key requirement that agencies should operate. Obligations must be fulfilled. There should be two institutions, and the institutions should be leaders, ”NATO Stephanyshyn said, and insisted that the issue should be resolved by the end of February.

“I am sure that by the end of February this year we regulate the situation, because according to the results of the arrangements I have headquarters, a special meeting of the NATO Committee will be held at the end of February, which will consider the issue of progress in this area,”-quotes the government Radio Liberty correspondent.

On January 21, the Supervisory Board of AOZ announced that its members unanimously decided to extend the contract with Marina Bezruk, the director of the defense procurement agency. Thereafter, the journalist and member of the Public Anti -Corruption Council at MOU Tatiana Nikolaenko reported that the Ministry of Defense did not agree that the decision of the Supervisory Board, despite the fact that, according to her, IUU should not be agreed, reported journalists of the Radio Liberty Radio Investigation. .

On January 22, the Supervisory Board of the Defense Procurement Agency of the Ministry of Defense of Ukraine concluded an additional agreement to a contract with the current director of the agency Marina Bezruk for 1 year.

As explained in the agency, in accordance with the Law “On Management of State Property”, the exclusive competence of the Supervisory Board is to approve the terms of the contract with the head.

But on January 24, the Minister of Defense Rustem Umerov stated that the military department would not continue a contract with the Director of the Defense Procurement Agency Marina Bezruk, and promised to punish “all who failed work” on defense procurement. The Ministry of Defense also withdrew two representatives of the state from the Supervisory Board of AOP.

According to Umerov, the restart of the Supervisory Board will take place in the near future, and ASO Director Arsen Zhumadilov, who holds a similar position of head in another state -owned enterprise – a state -owned rear operator, which, like AOP, is subordinated to the Ministry of Defense.

Zhumadilov himself confirmed that he agreed to become the new director of the defense agency. On the air of Radio Liberty, he noted that Bezrukov has not been dismissed at this time. The Ministry of Defense, he said, must make this decision this week. He temporarily performs the duties of AOP director. And whether this position will be considered as a permanent position is not sure. And as the head of Dot, he is on a planned vacation.

At the same time, Marina Bezrukova says that she does not understand what is dissatisfied with her work in the ministry, direct claims, she says, Umerov never expressed, on the contrary – he publicly supported her ideas.

The Ambassadors of the Seven Group countries (G7) have already responded to the conflict between the Minister of Defense of Ukraine Rustem Umerov and the defense procurement agency (AOP). They recommend to settle everything as soon as possible.

• After Umerov’s staffing decisions, the Corruption Center appealed to NABU against Umerov. They are convinced that, having releasing Bezrukov and removing representatives of the Supervisory Board, the Minister has committed a crime and should be punished.
• In response to this statement, the Center for Combating Corruption, NABU opened criminal proceedings on possible abuse of power or office by the Minister. “According to the results of consideration of the application, a decision was made in accordance with Article 214 of the CPC of Ukraine on the entry of information in the Unified Register The official answer that Radio Liberty received from NABU. At the same time, they remind that according to the Constitution, Umerov is not considered guilty until his guilt is proved in court.
• On January 30, the Center for Combating Corruption stated that the head of the defense procurement agency in the State Register is now re -mentioned by Marina Bezrukov, and this is the third change of the head in the register for a week. At the same time, according to the CPC, Arsen Zhumadilov – is no longer mentioned even as acting.
• Zhumadilov confirmed that the register was amended. “As far as I understand, not on the first attempt. If this was done in violation of the legislation, the state has bodies that should respond to it. In any case, I return to vacation. Memories from her are already unforgettable, ”he wrote on Facebook.
