The law provides for two courts – a specialized district administrative court and a specialized administrative court of appeal to the High Specialized Courts, which will be an appeal instance for reviewing the decisions of the first newly created court.
This law was among the requirements of the International Monetary Fund, which was to be enforced until December 31, 2024, but for a long time the law in parliament was not passed.
According to the law, the High Qualifications Commission of Judges of Ukraine (SCCS) should announce a competition for positions of judges within one month after the law enters into force. The expert council (within three years) should be involved in this process, which should include 6 persons: 3 from the Council of Judges of Ukraine and 3 from international and foreign organizations.
In Ukraine, two new courts will be created instead of liquidated OASK – what is knownAs reported by UNIAN, on February 26, 2025, the Verkhovna Rada decided to create two courts instead of a liquidated district administrative court of Kyiv. This decision was supported by 234 MPs.
The Kyiv District Administrative Court was liquidated in December 2022. It was said that the OASK had to “appoint” a fugitive president to Russia Viktor Yanukovych in the case of seizure of Kiev by Russian troops. It was said that this court had to make a decision in favor of Yanukovych on two lawsuits about allegedly illegal deprivation of his status of the President of Ukraine.
In 2020, the Specialized Anti -Corruption Prosecutor’s Office (SAP) noted that 11 people, led by the Wolf, acted as part of a criminal organization that wanted to seize the state government.
OASK is known for scandalous decisions on the cancellation of the Kyiv City Council’s voting on the renaming of the Moscow Avenue to Bandera Avenue, suspension of the renaming of the UOC of the Moscow Patriarchate.
