Administrative barriers for ammunition manufacturers have been eliminated.
The Cabinet of Ministers standardized individual issues of production, purchase and supply of explosives and ammunition / photo – facebook.com/ukroboronPromThe government has eliminated administrative barriers for ammunition manufacturers, which will allow enterprises that have the necessary technologies and competencies, to quickly deploy production. The Ministry of Defense of Ukraine reports about it.
It is noted that the Cabinet of Ministers of Ukraine normalized certain issues of production, purchase and supply of explosives and ammunition to meet the needs of defense forces in martial law.
Resolution No. 902 of July 16, 2025 approved the order of production, purchase and supply of explosives and ammunition and defines algorithms and mechanisms of such procedures.
In particular, it is envisaged that enterprises that have already received the status of a manufacturer of ammunition, explosives continue to operate, as it guarantees that already running production processes will not stop.
The decree also stipulates that all certificates for storage of explosive materials of military purposes continue to be valid for the period of the new order. That is, ammunition and explosive manufacturers do not need to undergo bureaucratic procedures again.
The Defense Ministry emphasizes that any explosive materials of industrial purpose (even hunting gunpowder) used to create ammunition for defense forces are classified as explosive military materials. This simplifies their circulation and use in defense production.
“The government has eliminated administrative barriers for ammunition manufacturers. This allows enterprises that have the necessary technologies and competencies to quickly deploy the production of ammunition, explosives and other means of damage,” the Defense Ministry noted.
The government has increased profitability for Ukrainian defense enterprisesAs reported by UNIAN, in May 2024 the government increased its profitability for Ukrainian enterprises to scale the production of ammunition.
Denis Shmigal, who was then the Prime Minister of Ukraine, noted that in recent years the country was able to significantly increase the production of its own weapons, in particular drones.
He noted that a successful case with drones was scaled to the manufacture of ammunition. The resolution was approved, which establishes for domestic ammunition manufacturers, the level of profitability in the amount of up to 25% of their cost, which enables the expansion and modernization of manufacturers of their lines.
