Dictator Vladimir Putin is trusted by less than half of the respondents.
It is said that towards the end of the fourth year of the war, Russians are increasingly critical of the central government. According to the Levada Center survey, governors generally maintain a stable level of support, while key federal institutions show a marked decline.
The level of approval of the work of the parliament decreased to 56% – this is the lowest indicator for the last year. By comparison, support was about 15 points higher three years ago. The negative trend persists: already 34% of respondents directly declare their disapproval of the activities of the lower house.
Ratings of the government are also going down. Approval of the work of the Cabinet fell to 67%, which is a two-year low and a drop of 9 points compared to May.
The personal rating of Prime Minister Mykhailo Mishustin decreased even more: only 69% approval compared to 76% in the summer. As noted, this is his worst result in two years and one of the most notable failures.
The support of Foreign Minister Sergei Lavrov also decreased significantly. Against the background of the fact that he is effectively removed from the current negotiations on a possible settlement and rumors of the Kremlin’s displeasure with the breakdown of agreements with Washington, his rating has fallen to 17%.
For comparison: in the 2010s, he was consistently among the most popular politicians, and his support then approached 30%.
Putin’s formal approval rating is 84%. But in an open-ended question – when the respondent is not limited to a list and asked to name any politician he trusts – only 48% of respondents mentioned Putin. This is less than half and lower than the figure for the winter of 2024 (56%). For comparison: the historical maximum after the annexation of Crimea in 2014 reached 66%.
Support for United Russia also dropped to a two-year low of 37%. At its peak during the war, in February 2024, the party’s approval rating was around 50%. “Fair Russia” also asked for Zakhar Prilepin after leaving the group of its leaders – now the support is only about 4%.

According to analysts, the situation for the population of Russia will worsen until the country’s authorities realize that the economy is flying into the abyss. The population is already cutting back on food. In particular, in September and October, sales of milk, pork, buckwheat and rice fell by 8-10%.
