Already this week, the German government plans to adopt a draft law that changes the rules for providing social assistance to citizens of Ukraine. This was stated by Minister of Internal Affairs Alexander Dobrindt in an interview with DW.

According to the new rules, Ukrainians who come to Germany will no longer receive Bürgergeld – social assistance provided to citizens of the country. They will be transferred to another system – payments in accordance with the Asylum Seekers Support Act (Asylbewerberleistungsgesetz).

“We have agreed on a change in the legal field. This agreement has already been agreed between the Ministry of Labor and the Ministry of Internal Affairs. This week it will also be approved at a meeting of the federal government, and it will apply retrospectively from April 1 this year,” Dobrindt said.

It is expected that newly arrived Ukrainians will have a clear obligation to actively look for work. In the absence of any attempts at employment, payments will be reduced.

The property condition of the refugees will also be checked. Only those who do not have significant assets of their own will receive assistance. “If there are assets, they must be used before providing assistance to asylum seekers,” explained the head of the Ministry of Internal Affairs.

The publication says that earlier the Minister of Labor Berbel Bas emphasized that the draft law contains mechanisms that will avoid “retrospective punishment” of those Ukrainians who arrived after April 1. According to her, each refugee has confirmation of receiving payments for a certain period, and the changes will apply only to those whose period will end.

As of today, there are about 1.1 million Ukrainian refugees in Germany. Currently, the Bürgergeld for a single person provides 563 euros per month plus coverage of housing and heating costs.

The payment system for asylum seekers is much more modest: 196 euros for personal needs, 245 euros for food and necessary expenses. Total – 441 euros per month. In addition, access to medical care is more limited in this case.

We will remind you that the Government of Germany plans to consider the draft law submitted by the Ministry of Labor regarding the reform of social assistance to Ukrainians. The Cabinet of Ministers of the country must decide whether Ukrainians who arrived in Germany after April 1, 2025 will receive social assistance or will transfer to the system of payments under the law on payments to asylum seekers. It was said that from February 2025, news began to appear about the intention of the German authorities to reduce social benefits to refugees from Ukraine. The parties of the coalition created in the government in Germany – the Christian Democratic Union and the Christian Social Union, as well as the Social Democratic Party of Germany – said that Ukrainians who applied for assistance after April 1 will be paid a smaller amount of social assistance.
