The Minister of Social Policy, Family and Unity of Ukraine Denys Ulyutin told journalists about this, Radio Svoboda reports.

For the payment of 1,000 hryvnias of one-time assistance, the budget of the ministry provides 10 billion hryvnias. Another 4.4 billion was budgeted for a one-time payment of 6,500 hryvnias each to Ukrainians who suffered the most from hostilities or faced difficult life circumstances.

“‎In general, there are about 15 million people who receive one or another form of state support in Ukraine. The funds provided for payments of UAH 1,000 as part of the government’s “Winter Support” take into account the needs of these people. This includes paying for utilities, medicine, and warm clothes or shoes,” Ulyutin said.

According to him, applications for payment of one-time assistance in the form of 1,000 hryvnias will be accepted from November 15 to December 15 this year. After that, funds will be disbursed gradually.

The government expects that about 10 million Ukrainians will use the program. Of these, 3 million applications will be submitted for children. People who are in the temporarily occupied territories or abroad will not be able to receive funds.

Applications for children (based on a birth certificate) will need to be submitted separately. For those who do not have access to “Dia” or banking services, alternative channels will be available – partner banks and “Ukrposhta”.

Older people and people with disabilities will be able to receive UAH 1,000 as part of “Winter Support” through “Ukrposhta”. All you need to do is wait for the postman to visit or come to the branch on the day you receive your pension.

According to Prime Minister Yulia Svyridenko, last year more than 14 million Ukrainians took advantage of a one-time payment of 1,000 hryvnias. 57% of the funds were spent by the population to pay for communal services.

This year, the projected number of aid recipients is lower due to the shortening of the application period for payment. People will be able to use the funds for six months.

“I don’t consider it populism. The war continues, we are not getting richer, this program should support people in the winter,” Svyridenko added.

Moreover, as Politico wrote, the European Union fears that the refusal of Belgium, which hosts the majority of Russia’s frozen assets, to grant Ukraine a “reparation loan” in the amount of 140 billion euros may jeopardize the IMF’s lending program.

It will be recalled that the IMF predicts that the war in Ukraine will continue at least until 2026. The Fund recommended that the Ukrainian authorities take decisive steps to increase revenues to the state budget.
