The ministry explained how the procedure for establishing a disability group in the new system for assessing a person’s daily functioning will take place.
Yes, the first is medical assistance and documentary confirmation. “After receiving an injury, a military serviceman is the first to go to the nearest medical facility to stabilize his condition,” the Ministry of Health noted.
Then there is an assessment of the condition. “The next step is to pass the Military Medical Commission (MMC). If necessary, the Chairman of the MMC forms an electronic referral for further assessment of daily functioning by expert teams,” the message says.
Forms of assessment of a person’s daily functioning by expert teams: face-to-face examination (personal presence in a medical facility), at the place of stay (for those who cannot move), in absentia (based on documents) and remotely (using telemedicine).
“The military serviceman will receive an e-mail notification from the system about the form, time and place of assessment,” the Ministry of Health noted.
The next step is the decision of the expert team. “Specialists determine the group of disability or the percentage of loss of working capacity (necessary for the appointment of a one-time cash benefit), rehabilitation measures and the terms of reviews,” the ministry explained.
The data will be entered into an electronic system and transferred to government agencies for social support. The decision will also be sent to the patient by e-mail or registered letter, and to the doctor’s office in the electronic system.
A military serviceman can also apply for a one-time cash benefit, receive other social support.
MSEK is being liquidated in Ukraine – detailsAs UNIAN reported, several scandals involving the arrests and searches of leaders and members of medical and social expert commissions have occurred in recent months. Millions of dollars in foreign currency and documents were found with them, which refer to the provision of false disability for bribes.
In November, the Cabinet of Ministers of Ukraine introduced draft law No. 12178 to the Verkhovna Rada, which provides for the reform of the MSEK. In particular, that from January 1, 2025, expert teams for the assessment of daily functioning of a person, consisting of practicing doctors, will work.
On December 19, the Verkhovna Rada adopted a law on the liquidation of MSEK from 2025. Instead, as People’s Deputy from “Holos” Yaroslav Zheleznyak noted, from January 1, 2025, “the creation of expert commissions will be implemented in cluster and super-cluster hospitals (a modern system for evaluating the functioning of a person).”
