This is reported on the website of the Ministry of Social Policy.

It is noted that the budget for 2025 provides 42.3 billion hryvnias to cover subsidies and benefits. At the same time, in order to increase the targeting and efficiency of the program of housing and communal benefits, as well as to ensure the same conditions for the use of benefits for citizens, the government initiated a number of important changes.

“During 2025, housing benefits should be provided to everyone according to a single approach and criteria: taking into account the family’s income and the ability to pay for communal services independently,” the message says.

The agency clarified that if a family applied for benefits from January 1, 2025, its right to receive benefits, taking into account the family’s total income, will also be determined from January 1, 2025. But if the family received benefits until December 31, 2024. including, the changes regarding the purpose will be applied after the end of the heating season 2024/2025:

“The norm on a single approach to taking into account family income will not apply to participants in hostilities and persons with disabilities as a result of the war. For them, the approaches to providing benefits will not change.”

In addition, the Cabinet of Ministers supported encouraging those citizens who receive monetized benefits to direct these funds specifically to pay for housing and communal services.

“Currently, unfortunately, not all consumers who receive benefits adhere to this principle. … That is, people received funds to pay for housing and communal services, but spent them on other needs. This led to an increase in debts to critical infrastructure enterprises.” – the Ministry of Social Policy explained.
