Subsidies are provided for 2.7 million households.
In the budget for 2026, subsidies are laid on the amount as well as for 2025 / photo UNIANThe project of the Law on the State Budget for Housing Subsidies in 2026 provides for UAH 42.3 billion. This amount is similar to this year, but the number of recipients of subsidies has decreased slightly.
This is stated in the explanatory note to the bill “On the State Budget of Ukraine for 2026” (No. 14000).
“For the payment of housing subsidies and benefits to citizens for payment of housing and communal services, the purchase of solid and liquid furnaces and liquefied gas – UAH 42 320.7 million to provide state support for UAH 2.7 million to households,” the document reads.
It is noted that this volume is determined by the Ministry of Social Policy, Family and Unity of Ukraine in accordance with the expected contingent of recipients of benefits and housing subsidies. The further improvement of the existing mechanisms for providing the population with housing subsidies was taken into account by strengthening the targeted approach to providing support with needs.

At the same time, the government has initiated a number of important changes in the purpose of improving the targeting and efficiency of the program of housing and communal benefits, as well as ensuring the same conditions for the use of privileges for citizens. At the same time, the number of recipients of the subsidy was then about 2.8 million Ukrainian families.
Later, some recipients of housing subsidies in September changed the amount of payments. This is due to the Pension Fund in August, the recalculation of subsidies for households, which significantly changed the amount of income.
