RBC-Ukraine writes about it, referring to the data of the Ukrainian Ministry of Justice. They explained that the lock of accounts is carried out to execute a court decision, if the military does not pay penalties for evasion of mobilization:

“26,000 people have been blocked for breach of mobilization.”

Mobilization in UkraineWe will remind, from May 19, 2024 in Ukraine amendments to the Code of Ukraine on Administrative Offenses (Code of Administrative Offenses), which significantly increased the penalties for violation of the rules of military accounting and mobilization.

Citizens can impose a fine of 17 000-25 500 UAH, and officials-34 000-59 500 UAH.

In the fall, the Cabinet of Ministers of Ukraine changed the booking order. According to changes, you can only get your reservation if the person has specified their military accounting data.
