The national consultation was attended by the chairman of the subcommittee on pharmacy and pharmaceutical activity of the Verkhovna Rada Committee on Nation, Medical Assistance and Health Insurance Sergey Kuzminy, Chief Researcher at the Research Institute for the Study of Crime Problems named after Academician V.V. Natalia Gutorova Stashisa Natalia, Leading Researcher at the Copyright and Related Intelligent Property Research Institute of the National Academy of Sciences of Ukraine Vitaliy Pashkov, Executive Director of BF “Patients of Ukraine” Inna Ivanenko, Chairman of the Coordination Council “100% of Life” Dmitry Sherembay.
The consultation participants appealed to the President, Government and the Verkhovna Rada with a public call as soon as possible to streamline the medicinal product market and ensure the implementation of patients’ reform. They stressed that the changes should meet the standards of the European Union, and prices should be transparent, competitive and fair.
During the consultation, it was also noted that the current state of the pharmaceutical market is characterized by opacity of pricing, uneven access to medicines in different regions, insufficient control and marginalization of the social function of pharmacies.
Among the priority decisions, the participants of the national consultation suggested:
- to introduce a fair and open pricing mechanism for medicines;
- expand the programs of state reimbursement of medication for vulnerable population groups;
- ensure the availability of effective and safe generic drugs immediately after patent protection is completed;
- to create mechanisms of public control and open market monitoring.
National consultation participants emphasized that reforming the medicinal product market is not just a matter of economic feasibility or regulation of the industry, but above all the issue of protection of the fundamental human right to health care. Effective, safe and affordable treatment should be guaranteed for every citizen, regardless of his income, place of residence or social status.
The participants of the national consultation worked out a project of the resolution to the authorities. Thepharmamedia will monitor the response to the resolution and cover the course of further events in this area.
