Eggs at 17 hryvnias for the Armed Forces will no longer / UNIAN collage, photo UNIANThe National Anti -Corruption Bureau and the Specialized Anti -Corruption Prosecutor’s Office exposed the scheme of theft of public funds during the purchase by the Ministry of Defense of Ukraine food for the Armed Forces in the conditions of a full -scale invasion of the Russian Federation.

According to the investigation, during 2022-2023 the provision of the army of food was due to the purchase of so-called sets of products. This envisaged the ability to order products under an approved catalog, which numbered 409 names. The most used, such as vegetables, cereals, meat, water, made up only 10% of the range. The rest, such as spices, gelatin or berries have been ordered occasionally or never.
NABU explained that the price of the kit was formed taking into account all the names of the catalog and was their average cost. This allowed suppliers to manipulate prices: overestimate them on running products and lower them on low -lived or those that cannot be ordered due to seasonality of supply (cherry or apricots in winter).
“That is, at first glance, there were no violations, and the price of the kit was not changed. True, potatoes supplied by thousands of tons were sold for a period of time, and seasonal berries and fruits that were almost not ordered cost a penny. 733 million UAH, which was confirmed by a comprehensive commodity and economic examination.

In general, the former head of the Ministry of Defense Department, owners of related supply companies, two heads of suppliers, an individual reported suspicion. Qualification: Part 5 of Art. 191 (scattering), Part 2 of Art. 15 h. 5 Art. 191 (Attempted), Part 3 of Art. 209 (legalization) of the Criminal Code of Ukraine.
NABU also informed that after the beginning of the pre -trial investigation in January 2023 and the spread of relevant information in the media, in particular, the purchase of eggs at 17 UAH apiece, the accomplices of the equipment reduced the prices of the 11 most sought after products. This prevented the storage of budget funds in the amount of UAH 788 million.
In addition, after the introduction of NABU and SAP proposals to eliminate the causes and conditions of the product equipment, the Ministry of Defense has taken appropriate measures: the order of purchase has changed now, some pilot projects have been introduced.

In addition, NABU revealed the sensational details of the loud business of the “watchman” behind Kiev. According to the scheme, a criminal organization headed by a media-well-known former deputy of the Kyiv City Council.
“Its members used the so -called” toilet scheme “, which provided for the search for attractive land plots and registration for controlled persons of ownership of structures, which in many cases never existed in these areas,” NABU noted.
