Finnish President Critiques U.S. Foreign Policy Priorities

Finnish President Alexander Stubb has expressed concerns about the current direction of U.S. foreign policy, which he argues is increasingly shaped by the “America First” ideology and the MAGA movement. He asserts that this shift has relegated Europe to a lower priority in the global hierarchy.

Stubb emphasized the importance of examining U.S. National Security Strategy and recent speeches by American leaders to grasp Washington’s approach. He pointed to remarks made by J.D. Vance at last year’s Munich Security Conference and Secretary Rubio’s address this year as key examples.

According to Stubb, the National Security Strategy reveals two primary themes: ideological and political. He described the ideological aspect as being rooted in the MAGA philosophy, which he claims is characterized by opposition to international institutions, globalization, and the European Union.

The political dimension, he noted, reflects a clear prioritization of regional interests under the “America First” doctrine. Stubb outlined the U.S. foreign policy priorities as follows:

  • First: Western Hemisphere (including Cuba, Venezuela, and Greenland)
  • Second: Indo-Pacific region
  • Third: Europe
  • Fourth: Middle East
  • Fifth: Africa

Stubb acknowledged the challenging geopolitical landscape, stating, “This is the reality we face: an aggressive Russia and the U.S. in a transitional phase.”

In related developments, U.S. President Donald Trump recently reiterated that ending the conflict between Russia and Ukraine remains a top priority. However, reports from the Financial Times indicate that diplomatic efforts led by Washington have stalled. The publication noted that escalating tensions in the Middle East and the situation with Iran have shifted focus away from Ukraine.

European diplomats cited by the Financial Times have described this shift as a “catastrophe,” highlighting concerns that the U.S. focus change has negatively impacted Ukraine’s defense capabilities. Delays in the supply of air defense systems and munitions have been attributed to competition for resources with other U.S. allies.
