For ceasefire, Ukraine must maintain defense and military potential.
Ukraine proposes international partners from the coalition of those who want to create a separate fund to finance the needs of security and defense forces / photos of ua.depositphotos.comIn the budget declaration for 2026-2028, the government has prepared two scenarios on the size of military expenditures, which take into account both ceasefire from next year and continuation of hostilities.
This is stated in the Cabinet of Ministers “On approval of the budget declaration for 2026-2028”.
Thus, under the base scenario in the cessation of fire in 2026, the Government has a challenge to maintain defense and military potential for repeling the armed aggression of the Russian Federation against Ukraine. In such circumstances, the state budget expenditures on security and defense are determined:
- for 2026 – 1,817 trillion hryvnias;
- 2027 – 1,439 trillion UAH;
- 2028 – UAH 1 384.
“In the conditions of long -term war, global crisis and instability, weakening of traditional alliances, safety and defense expenditures will continue to remain the main priority of the budget. Ukraine seeks to protect its sovereignty and borders. Ensuring the security and defense forces of Ukraine is a necessary financial resource.”
In addition, Ukraine proposes international partners from the coalition of those who want to create a separate fund to finance the needs of the security and defense forces of Ukraine. Such a decision will allow the necessary number of military people to prevent the renewal of the armed aggression of the Russian Federation against Ukraine, and will be one of the factors of security guarantee for European partners.
Alternative scenarioIt is noted that in the case of high intensity of hostilities, the national economy may face further weakening of production activity, restricted access to individual resources, as well as increasing logistics and security costs for business.
Therefore, the Ministry of Economy has developed an alternative prognosis scenario that provides for a longer military action with the appropriate consequences for the economy. It provides for a slowdown in economic growth in 2026 by 2.4%, followed by more inhibited economic recovery in 2027 and 2028 on average at 4.6% annually, higher inflationary pressure in the economy (increasing consumer prices by 9.9% in 2026, 9.4% in 2027.
“The volume of safety and defense sector expenditures for 2026 should be restored to the level of 2025, taking into account the changes to the state budget. Yes, against the basic scenario, expenditures per sector of safety and defense should be increased by UAH 750-800 billion and in the total volume will be 2.6 trillion.
It is also noted that with the direction of internal resources, namely the state budget revenues and internal financing to cover the expenditures of the security and defense sector, Ukraine will require maintaining external financial support at the level not lower than the current year to finance social programs and support the population.
The budget of Ukraine is the latest newsThe Ministry of Finance was preparing a budget declaration for 2026-2028, considering two scenarios-the basic and alternative, in which the war will last the whole 2026. This was reported by the Minister of Finance Sergey Marchenko.
President Volodymyr Zelenskyy instructed to work in the budget declaration for 2026-2028 the issue of increasing the financial support of servicemen. He put into effect the relevant decision of the National Security and Defense Council.
In addition, the government was instructed to provide priority funding in such areas as the development and purchase of new weapons and military equipment, including modern high -precision missile weapons, unmanned complexes and robotic systems, etc.
