Oksana Zholnovich noted that Ukraine has internal opportunities to solve the problem of deficiency in the labor market.

“For foreign migrants, it is necessary to understand that immigration policy takes time, knowledge and finance. It will not be possible to build a successful immigration case without this. After all, immigrants who came to the country do not know its language, laws, do not have work and housing – this is a significant additional load on the budget. The Minister of Social Policy Oksana Zholnovich told in an interview with the Observer.
At the same time, she indicated that only 16% of people with disabilities work in Ukraine, while in Europe, this figure reaches 50%, and women work only 47% compared to men who are involved in work at 67%.
“We still have an internal space to attract people to the labor market. Therefore, in my opinion, the need to attract a large number of foreigners to work in Ukraine is somewhat exaggerated,” Zholnovich said.
At the same time, she reminded that at the end of 2024, 5.2 million Ukrainian forced displaced persons remain abroad, and according to the Center for Economic Strategies, after the end of the war abroad, 1.7 million Ukrainians will remain for an optimistic scenario, 2.3 million – for average and 2.7 million.
“We are constantly in a dialogue with representatives of those countries that gave our citizens to return Ukrainians home and possible reintegration payments that will help to establish life in Ukraine after returning. However, it is impossible to focus on the mass return of Ukrainians home at home, because the active phase of war is going to work, the country is going to work. To raise children, and we hope that at least 3.5 million Ukrainians will want to return home, ” – summed up the head of the department.
Ukrainian Refugees in EuropeUkrainian refugees can remain in Europe forever. According to a recent study of the Ukrainian Center for Economic Strategy, only 43% of refugees from Ukraine around the world plan to return, and two years ago, 74% were discussed.
According to Eurostat, due to Ukrainian refugees, the unemployment rate in Poland and the Czech Republic has decreased to 2.6%, reaching a historic minimum. In Germany, unemployment is 3%, while the highest rate among euro area countries is recorded in Spain – 10%. In Sweden, this level reaches 8.9%, and in Greece and Finland, the same – 8.7%.
