Corruption and illegal construction: NABU and SAP completed the investigation in the case of the former deputy prime minister

Most of the illegally acquired apartments have been seized / UNIAN photoThe National Anti-Corruption Bureau and the Specialized Anti-Corruption Prosecutor’s Office completed the investigation into the case of the former Deputy Prime Minister of Ukraine, who previously also held the position of Minister of Development of Communities and Territories of Ukraine, and five other persons.

As the press service of NABU reported, they are suspected of abusing their official position and obtaining an unlawful benefit in a particularly large amount for themselves and third parties.

Note that NABU does not disclose the name of the person involved in the investigation. However, it is likely that we are talking about Oleksiy Chernyshov, who is suspected of abusing his official position and participating in a construction corruption scheme.

According to the investigation, one of the capital’s developers developed a scheme for the illegal acquisition of a plot of land in Kyiv for the construction of a residential complex. For this, he turned to the head of the Ministry of Regions, who, together with the state secretary of the department, the minister’s adviser and the director of the state-owned enterprise, created the conditions for the transfer of the plot to this enterprise. The company then illegally entered into contracts with a predetermined construction company.

NABU notes that with these contracts, the developer had to give the state part of the future apartments in the amount proportional to the value of the land plot. In order to reduce this amount to a minimum, the land and the buildings on it were valued almost five times cheaper than the market value.

Thus, the difference between this estimate and the market value exceeded UAH 1 billion. It is by such an amount that the state would not receive the real estate in case of fulfillment of the contracts. This was prevented by the seizure of the site, imposed at the request of NABU and SAP.

“For the successful implementation of the facility, the developer “rewarded” the minister and the persons designated by him with a considerable discount on apartments in already built residential complexes. With it, the price per square meter was from UAH 1,000 to UAH 8,000, while the minimum market value of such apartments is about UAH 30,000 per square meter. In this way, the minister received an undue benefit in the form of a discount for a total amount of more than UAH 14.5 million,” – the message says.

At the request of NABU and SAP, most of the illegally obtained apartments were seized.

The case of Chernyshov – what is known In June 2025, the then Deputy Prime Minister of Ukraine, Oleksiy Chernyshov, was suspected of abusing his official position and obtaining an unlawful benefit in a particularly large amount for himself and third parties. During the court session, the investigators requested the application of a preventive measure in the form of bail in the amount of UAH 120 million.

Later, in November, NABU and SAP also reported on the large-scale anti-corruption operation “Midas” in the energy sector. According to NABU, the main activity of the criminal organization was the systematic obtaining of illegal benefits from the contractors of “Energoatom” in the amount of 10% to 15% of the value of the contracts. In the organization of this scheme, Chernyshov and his wife Svitlana, who also “lit up” on “Mindic’s tapes”, were involved in particular.

In November, a bail of 51 million hryvnias was paid for the former deputy prime minister, due to which he had to leave the pretrial detention center.
