He informed that the Cabinet of Ministers approved the resolution, which brings the procurement of unmanned systems and means of radio-electronic warfare of Ukrainian production to a permanent basis. According to the minister, the decision means “stability, systematicity and predictability for all participants in the process.”
In particular, Umerov clarified, the resolution provides for:
- simplification of procedures: commanders of military units can purchase tactical-level drones and EW without unnecessary bureaucratic coordination with the General Staff and other military management bodies
- expanding access to framework agreements: military units can join agreements concluded by the procurement agencies of the Ministry of Defense and State Special Communications, which will allow to receive equipment faster and at competitive prices
“This decision ensures not only efficiency in supplying the necessary technologies to the front, but also supports Ukrainian manufacturers, giving them the possibility of stable development and improvement of products,” the minister said.

He expects that thanks to this decision, the military will be able to plan needs more effectively, and manufacturers will be able to focus on technological development and scaling of production.
On December 21, the representative of the government in the parliament announced that the Cabinet of Ministers had regulated the procedure for the purchase of domestically produced unmanned systems and EW, operating during the martial law.
