“In the case of rates of tariffs, the costs of Ukrainian enterprises will increase by more than UAH 15 billion. Such additional financial burden on business during the war can lead to negative consequences for the national economy,” the document says.
According to FRA, infrastructure, logistics units, equipment and goals of production complexes of Ukrainian enterprises are destroyed through Russian aggression. In such difficult conditions, the stability of the industry is important in the context of the current provision of the Armed Forces of Ukraine and other military formations, assistance to the population and further plans for the restoration of the state.
“Against the background of war and the increase in the cost of electricity, further increase in tariffs for the distribution of electricity will have a negative impact on the restoration and development of the Ukrainian economy,” the appeal reads.
FRI notes that the cost of electricity in Ukraine is now one of the highest in Europe. The Federation of Employers also draws attention to the lack of detailed calculations and justification from the CFS and the lack of open discussions/public consultations on the need to set tariffs. This significantly complicates the analysis of the structure of electricity distribution and evaluation of potential consequences for industrial consumers.
In view of these arguments, the Federation of Employers of Ukraine asks to maintain the level of tariffs for electricity distribution services at the current level.
On July 28, 2025, on the official website of the NERCEP was published on resolutions on changes in tariffs for electricity distribution services, that is, the tariffs of the power company. Tariff growth is planned depending on each individual CFS within 0.56 – 24.88% for consumers and operators of energy storage facilities for the first voltage and 1.19 – 47.01% – for the second class of voltage.
On July 25, 2025, the NERCEP increased 1.6 times the marginal prices for RDN and VDR from 17:00 to 23:00.
