About 8 million Ukrainians do not work, despite the shortage of personnel, – Ministry of Economy

These are people who, for one reason or another, do not have a job.

The Deputy Minister of Economy of Ukraine Tetyana Berezhna said this during her speech at the Kyiv International Economic Forum 2024. She noted that the government should concentrate its efforts on activating these 8 million people.

During her speech, Berezhna emphasized that there is a big problem with unemployment not only in Ukraine, but also in Europe, as well as in other countries of the world. According to her, this category of population most often includes persons with disabilities, veterans who have not found themselves on the labor market, women who cannot combine family and work responsibilities.

The shortage of personnel is observed in all spheres, the Deputy Minister of Economy shared. She added that during the survey of employers in 2023, they most often complained about a lack of financial resources, but this year they suffer most from a lack of workers.

The official said that according to the International Labor Organization, Ukraine needs to attract 8.6 million additional workers, and according to a study by the Ministry of Economy, 4.5 million people are needed. She noted that the trend in the Ukrainian economy will be the processing industry and high-tech complex economy.

Ukraine needs additional workers, but labor efficiency and productivity are especially important for GDP growth, Berezhna believes:

“We understand that what the government should be working on is not only creating an inclusive labor market that will bring back people who have left, but also investing in labor productivity. Here, the field for government, business and NGOs to match is to create more programs, which will help Ukrainians to be more competitive in the labor market”.

As an example of such programs, the official cited retraining vouchers from the Ukrainian Coursera, which has more than 30,000 scholarships. She also emphasized that now it is very important to involve women in the economy.

She noted that mobilized men are also often replaced by women at workplaces.

In addition, Deputy Minister of Social Policy Daria Marchak shared that by 2025 there will be about 25 million people left in Ukraine, which will lead to a serious shortage of personnel. According to the forecast of the International Labor Organization, over the next 10 years, the deficit in the labor market of Ukraine will amount to 8.6 million people.
