He has proven himself as a true leader who is ready to perform the most difficult tasks.

Why is the personal authority of the chief scout and his strategic vision critically important for Bankova right now? Will it be possible to combine military experience with bureaucratic challenges and how will approaches to the formation of Ukraine’s military strategy change? Political scientist Volodymyr Fesenko told UNIAN about the advantages of Budanov as an independent leader and new emphasis in the work of the presidential team.

Why does Zelensky need Budanov as head of the President’s Office?

I believe that this is a very strong move on the part of Zelenskyi. First of all, Budanov’s personal authority, his influence, which is likely to remain on military intelligence, as well as extensive political connections, particularly abroad. This is indeed a very powerful candidate. Unlike Andriy Yermak, Budanov is a much more independent player, whom, frankly, many in the country fear.

Further: Budanov is a man with strategic thinking, who is very well versed in military affairs and knows first hand about the military situation, has his own assessment of the military situation, plus an assessment of the situation in Russia. And a person who, I think, will help Zelensky define a new military strategy. This is not only a military strategy, but also in a broader sense.

And about the military strategy: the war is obviously not ending, so the concentration of forces and resources and an updated model of defense – the so-called “active defense”, which was talked about a year ago, are needed. Again – Budanov’s negotiation experience – he is the only one who had contacts with both the Americans and the Russians. Well, if we talk about his authority, he can become a counterweight to the influence and activity of NABU around the Office of the President. This does not mean that he will “roll something”, no. But, well, let’s put it this way, there will be no brazen attacks on the President’s Office under Budanov. And they will not be able to come to Budanov the way they came to Yermak. Well, there is no reason to come there, but nevertheless. I think that the situation will be different here, the attitude will be different, and I think that the rules of interaction will be different. This is a signal, most importantly, it is a signal to all elites that Zelensky will act actively, proactively.

What can Budanov bring that Yermak was not capable of, and vice versa – what qualities of Yermak does Budanov lack?

Budanov lacks experience in bureaucratic work in such a structure as the Office of the President. One of the problems, not the only one, but one of the problems for Budanov is that he will now be doing a job that he has never done before.

Budanov has some political experience and skills in interacting with state structures and politicians, but no management and bureaucratic practice. Unlike Yermak, who was well versed in the art of intrigue, Budanov still needs to develop these skills. On the other hand, he has what Yermak did not have – personal leadership potential, military experience and strategic thinking.

I think that Yermak’s talent was to be close to Zelenskyi, to influence Zelenskyi psychologically, to be an ideal assistant and tool for Zelenskyi, but he was not a real leader. But Budanov is a real leader. Another thing is, how will two leaders coexist under one roof? Only time will tell.

In any case, Budanov will have to adapt to his new job, and this will take some time. But they will have very different management styles, as well as styles of interaction with other people.

I think that Yermak was betting on monopoly influence over Zelenskyi. He cut other people off from Zelensky. I think that Budanov will act differently – there will probably be a clearer demarcation of functions and powers within the Office of the President.

The Ukrainian leader noted that now our country needs more focus on security issues, the development of the Defense and Security Forces, as well as on the diplomatic track in negotiations.

Subsequently, Budanov accepted the offer to head the Office of the President of Ukraine. He stated that he perceives the position of the head of the President’s Office as another milestone of responsibility to the country.
