The court considers 4 indictments regarding this official.
The official was suspected of shaking property in particularly large sizes / UNIAN collage, photos of the SBU. According to UNIAN sources, the former head of the Department of State Procurement of the Ministry of Defense Bohdan Khmelnitsky was suspected.
The SBU report states that the official received suspicion under Part 5 of Art. 191 of the Criminal Code of Ukraine (misappropriation of property or seizure by abuse of office, committed in particularly large sizes). As it is noted, together with the military counterintelligence and with the assistance of the SBU Minister of Defense, the SBU exposed the waste of more than UAH 1 billion allocated for the purchase of food for the Armed Forces during March-December 2022.
“In the illegal activity the involvement of one of the departments of the Ministry of Defense. As the investigation was established in the spring of 2022, he concluded an agreement with a private company for the purchase of wholesale batches of food products and their supply for the Armed Forces. According to the investigation, the Ministry of Defense official did not carry out the proper verification of the validity of these amounts. This has led to budget losses in particularly large sizes. The forensic and economic expertise initiated by law enforcement agencies confirmed the facts of defense.
The issue of election of a preventive measure is currently being resolved. The attacker faces up to 12 years in prison with confiscation of property.
Investigation is ongoing to prosecute all persons involved in the crime.
At the same time, the Prosecutor General’s office is informed that it is an exclusive of the Department of Public Procurement of the Ministry of Defense.
They detailed there that the said official of the Ministry of Defense in 2022 concluded with one of the companies 7 of the same type of contracts for the purchase of food services for the total amount of more than UAH 2.6 billion.
The specified enterprise in 11 days (from 25.02.2022 to 07.03.2022) provided food services for only 45 million UAH, after which the suspected MOU official without the established approval procedure, without termination of previous contracts, concluded with this company a new contract and 16 additional agreements for the purchase of food services for a total amount of food.
At the same time, the cost of providing services in this contract increased by over UAH 1 billion, where the cost of the most common food was significantly inflated.
The OGPU notes that there are 4 indictments in court at the same time regarding this official of the Ministry of Defense, accused of waste state funds during the conclusion of contracts for the purchase of real property and personal protective equipment for the needs of the Armed Forces under Part 5 of Art. 191 and Part 2 of Art. 114-1 of the Criminal Code of Ukraine. The trial is ongoing.
Purchases for the Armed ForcesAccording to UNIAN, in the early 2023 the media raised the topic with the purchase of food for the Armed Forces. It resulted in the DBR investigation to buy food for the army. On January 24 of that year, Deputy Minister of Defense Vyacheslav Shapovalov resigned against this scandal. Also, after the scandal, the Director of the Procurement Department of Bohdan Khmelnitsky was released.
The Office of the Prosecutor General on February 1, 2023 informed that the Top officials of the Ministry of Defense received suspicions due to purchases for the Armed Forces, namely: ex-deputy director of the Department of Public Procurement of the Ministry of Defense Bogdan Khmelnitsky, ex-deputy of the Minister of Defense Vyacheslav Shapovalov.
In particular, Khmelnitsky was suspected of spending state funds in the amount of UAH 107 796 050 and on the provision of units of the Armed Forces with poor quality bulletproof vests in the amount of 5700 pcs.
Last September, the DBR reported that one of the former heads of the Department of Public Procurement and Supply of Material Resources of the Ministry of Defense of Ukraine (2022-2023) was suspected of negligent. It was established that after the beginning of the Russian aggression, the former high-ranking official of the Ministry of Defense of Ukraine purchased for the needs of the troops of fuel and lubricants, unlawfully included in the payment of value added tax. Thus, the amount of losses amounted to almost UAH 1.2 billion. Then the media wrote that it was about Bohdan Khmelnytsky.
