Andriy Yermak called on the Verkhovna Rada to adopt legislative changes to comply with the OECD Anti-Corruption Convention

The head of the Office of the President Andriy Yermak delivered a video message during the conference “Ukraine on the way to the OECD and joining the OECD Convention on Combating Bribery.”

Representatives of the parliament, government, foreign diplomatic missions, civil society, business and international partners took part in the event. Among the special guests are US Deputy Secretary of State Todd D. Robinson, EU Ambassador to Ukraine Katarina Maternova, Ambassador of the French Republic Gael Vessier and former French Finance Minister Michel Sapin.

Andrii Yermak summarized the work carried out since the President formed a special group to develop proposals for participation in the OECD Working Group on Bribery.

Yes, in two years:

– two concepts of liability reform of legal entities were developed and presented;

– draft laws on liability of legal entities and the prohibition of evasion of taxation of unlawful profits were prepared and jointly submitted to the Verkhovna Rada together with people’s deputies;

– more than 50 meetings, sessions, focus groups were held on issues of development and finalization of changes to the legislation;

– six public events were held, where accession to the Anti-Corruption Convention was highlighted;

– eight meetings of the OECD Working Group on bribery were held, at which three interim reports were made on Ukraine’s progress on the way to joining the convention.

The head of the President’s Office thanked all authorities and partners who participated in the development of legislative changes. He also called on the representatives of the Verkhovna Rada to work out the proposed draft laws as soon as possible.

“Now we are at the finish line – the two-year term defined by the OECD is coming to an end, during which we had to make changes to the legislation to comply with the OECD Anti-Corruption Convention. We all need to pool our resources so that by the end of the year the changes to the legislation are approved for the success of our future application to join the OECD Anti-Corruption Convention, for the success of our country,” Andriy Yermak said.

The Head of the Office of the Head of State, as the head of the working group created by the President’s decree, expressed hope that in December, during the plenary meeting of the OECD Working Group, at which the final, fourth report on the progress of reforms is expected, the Ukrainian delegation will be able to inform the representatives of 44 countries about that the key changes have been completed and Ukraine will submit an official request to the OECD to join the convention by February next year.
