The US supports the plan for Ukraine, but avoids clear commitments, in particular regarding participation in the deployment of peacekeeping troops.

Politico on Security Guarantees: The U.S. Shows Faltering and Demonstrative Unity with EuropeThe USA supports European security guarantees, but no decisions yet / photo president.gov.uaEurope and the United States demonstrated demonstrable unity in support of Ukraine during the summit in Paris, where a plan for long-term security guarantees for Kyiv was presented. It is, in particular, about the monitoring of the cease-fire under the leadership of the United States and the possible deployment of British and French troops after the conclusion of a peace agreement with Russia, writes Politico.

US Special Envoy Steve Witkoff said the sides had “largely completed security protocols”, stressing the importance of making the end of the war final. He also publicly praised President Volodymyr Zelenskyi and his team. French President Emmanuel Macron confirmed agreements on “reliable” security guarantees for Ukraine.

At the same time, optimistic statements did not remove the concerns of Europeans about the real role of the United States. Washington did not sign the joint declaration of the coalition of the willing, and from the final version of the document provisions on the direct participation of the US in multinational forces and the obligation to support them in the event of an attack disappeared.

According to the publication, the previous project provided for American intelligence and logistical assistance and the so-called “backstop”, but these formulations were removed. Against the backdrop of Donald Trump’s threats against Greenland and other drastic steps by the US, the question of trust in Washington remains open.

Witkoff avoided commenting on Greenland, instead assuring that Trump “strongly supports the security protocols” and the US “will stand by Ukraine.” Zelensky, in turn, emphasized that the key guarantees should be reinforced by the decisions of the US Congress.

The plan of the coalition of the willing provides for legally binding security guarantees, long-term support for the Armed Forces and the deployment of European multinational forces in Western Ukraine, away from the front line. Great Britain and France have already said they are ready to send troops, while a number of other countries, including Germany, have so far refrained from making clear commitments.

Chancellor of Germany Friedrich Merz said that he does not rule out the participation of German troops, but only after a ceasefire and a decision of the Bundestag. At the same time, Greece directly refused to participate in the military mission, allowing only other forms of support, including maritime surveillance.

Thus, Europe is taking a step toward its own responsibility for the security of Ukraine, but the question of the role and reliability of the United States in future guarantees remains one of the key and most sensitive.

Security guarantees – what is knownAs UNIAN reported, after the “Coalition of the Willing” summit in Paris, the United States did not join the joint communique with Europe and Ukraine regarding participation in peacekeeping forces.

According to Western media, the agreement on security guarantees provides for the dispatch of up to 20,000 peacekeepers to Ukraine in the event of a ceasefire. Following the summit in Paris, Macron confirmed that “thousands of French soldiers” may be sent to Ukraine after the ceasefire.
