Its members signed a memorandum of cooperation with NABU, although the representatives of the Bureau themselves are applying for this position. In this connection, the Bureau was accused of manipulation and attempts to gain control over the authorities. This was written by political expert Oleh Posternak.

“The commission that decides the fate of the future head of customs consists of 6 people. Three of them are foreigners. Three are Ukrainians. Under the banner of “objectivity”, this commission signed a memorandum with NABU on December 17 to thoroughly check candidates for integrity. This is written by a member of the commission, head of the Council of Employers of Ukraine Dmytro Oliynyk. Thus, a commission of three of ours, three foreigners and a bunch of NABUshniks is growing into a body in which we do not play a special role, and the NABUshniks, as they say, are not subject to Ukraine anyway. Now this whole legion is undertaking to check candidates for the post of the head of customs,” he wrote.

Among the candidates, the expert noted, there are current employees of NABU.

“Among the candidates, there are modestly three NABUshniks: Mykhailo Burtovyi, Orest Mandzii and Ruslan Damentsov. That is, the Bureau will check everyone, and then they will choose between their own and others who will be nominated. It is not difficult to guess who will pass this test: someone from the left or one of their own?” – noted the expert.

According to him, tender procedures create a mechanism of external influence on key state institutions.

“The NABU showed the Russians how to influence the state bodies of Ukraine without firing a single shot. The foreign boys together raid entire government bodies in order to control them from abroad. Is this treason or is it still democracy? Because it is very similar to an attempt on the concentration of power by one structure, which is influenced from outside the country,” the expert noted.

He also recalled previous personnel decisions in state-owned companies, which, according to him, testify to the negative consequences of such practices.

“We have already seen how NABU’s protégé Mykhailo Rykovtsev headed the economic security department of Ukrzaliznytsia. According to open data, losses of almost 80 million were recorded only on purchases of diesel fuel, coal and wagons last summer,” Posternak wrote.

Separately, Posternak mentioned the situation with senior NABU detective Taras Likunov.

“Nabu senior detective Taras Likunov, who investigated corruption crimes at Ukrzaliznytsia, and then ended up in the chair of deputy director of corporate security at UZ,” the expert noted.

He emphasized that NABU “decided to ignore” the restrictions stipulated by Article 26 of the Law “On Prevention of Corruption”.

“She expressly forbids working in companies over which the official exercised control or supervision within a year after dismissal. And how will you notice when Likunova’s sister, Olena Shcherban, is a member of the Anti-Corruption Center. A normal corruption vertical under the banner of anti-corruption,” he said.

Posternak emphasized that the fight against corruption remains critically important for Ukraine, but warned against changing its content.

“Ukraine definitely needs a high-quality fight against corruption. But somehow it’s not comilfo, when anti-corruptionists help to concentrate power in a warring country with the money of Ukrainians,” he concluded.
