Collection of signatures under the relevant petition began on February 17. To date, it was supported by more than 28 thousand citizens with a minimum number of 25 thousand.

According to the petition author – activist Alexander Leonenko – Russian -speaking music can carry ideas and messages that harm the Ukrainian identity and form a negative attitude to our country. Also listening to Russian music finances the aggression of the Russian Federation.

“The money received by Russian performers for listening to their music goes to the budget of Russia, and some of them are used to finance hostilities, including rockets that kill Ukrainians,” the author notes.

In his opinion, the implementation of the petition will not restrict the freedom of citizens, but will only protect young people and help promote Ukrainian music.

The petition should now consider the Cabinet of Ministers of Ukraine and make a decision.

What provoked a petition?In February 2025, famous singers and public figures publicly expressed outrage due to the presence of five tracks of the Russian rapper Morgenshtern in the top 10 music charts of Ukraine on Apple Music and Spotify platforms.

Against this background of these news, Leonenko created a petition on the Cabinet website to consolidate at the state level the ban on such musical products in Ukraine. In 5 days, Ukrainians gathered the required number of votes.

A similar situation has happened earlier. For example, in August 2022, network users were outraged that almost a quarter of songs in the TOP-100 Apple Music in Ukraine were Russian. This has caused discussions about the impact of Russian music on financing the war against Ukraine, as Russian artists pay taxes that can be used to support hostilities.

Recall that in Ukraine several popular music streaming services are available, in particular:

  • Spotify: Swedish service officially launched in Ukraine on July 15, 2020;
  • Apple Music: Apple service available to Ukrainian users through the Apple Music app;
  • YouTube Music: Google Service available in Ukraine through YouTube Music;
  • Deezer: French music service available for Ukrainian users;
  • Tidal: High quality music service is available in Ukraine.

As for the physical missions of these services in Ukraine, most of them do not have official offices here, providing their services remotely through the Internet. The exception is Google and Apple companies that have official offices in Ukraine.

That precededAs reported by UNIAN, in the summer of 2022 the Verkhovna Rada supported the bill to support the national musical product and limit the public use of the musical product of the aggressor state. The document banned Russian music in Ukrainian media, as well as listening to it in public.
