The Russian plan is completely unacceptable for the majority.
Ukrainians told how they feel about the “peaceful initiatives” of the Russian Federation / UNIAN collage, photo 199 training center of the Armed Forces of the Armed Forces of Ukraine, ua.depositphotos.comThe Russian so-called peace plan remains categorically unacceptable for 75% of Ukrainians. This is evidenced by the data of the All-Ukrainian public opinion survey “Omnibus”, conducted from November 26 to December 13, 2025 by the Kyiv International Institute of Sociology (KIIS).
At the same time, only 17% of Ukrainians are ready for the Russian version of peace.
At the same time, KMIS notes that Russia’s conditional plan is as follows:
- USA and Europe cancel all sanctions against Russia;
- the Russian language receives official status;
- Ukraine must significantly reduce the army and limit armaments;
- Ukraine permanently renounces NATO membership, and the West can no longer supply weapons to Ukraine;
- Russia has the right to determine what security guarantees will be for Ukraine, and will be one of the guarantors of Ukraine’s security;
- Ukraine withdraws troops from the part of the Donetsk region that it currently controls, i.e. from Kramatorsk, Slovyansk and other cities;
- Ukraine officially recognizes Crimea, Donetsk and Luhansk regions as part of Russia and renounces them forever;
- Russia retains control over the occupied parts of Kherson Oblast and Zaporizhzhia.
At the same time, 72% of Ukrainians (although mostly without enthusiasm) are ready to approve the plan of Europe and Ukraine. Only 14% categorically reject it. At the same time, in September 2025, 74% of respondents were ready to support this plan, the difference is within the margin of error compared to the current indicator. At the same time, from 18% to 31%, there were more people who would “easily agree to this plan.
KMIS notes that the conditional plan of Europe and Ukraine is as follows:
- Ukraine receives reliable security guarantees from Europe and the United States, which include the constant supply of weapons and money to Ukraine in sufficient quantities, as well as the closing of Ukrainian skies from Russian attacks;
- the current front line is frozen, Russia retains control over the occupied territories, but Ukraine and the world do not officially recognize this;
- Ukraine is moving towards joining the EU;
- sanctions against Russia are in place until stable peace is established and threats of a repeated attack by Russia disappear.
Reference. KMIS conducted a survey using computer-assistedtelephoneinterviews (CATI) based on a random sample of mobile phone numbers in all regions of Ukraine (territory controlled by the Government of Ukraine). 547 respondents were interviewed.
Peace talks – what is knownAs UNIAN reported, US President Donald Trump sent his envoys Steve Witkoff and Jared Kushner to Europe amid the acceleration of peace talks regarding Ukraine. They will hold talks this weekend with Volodymyr Zelenskyi on the latest version of the plan to end the war between Russia and Ukraine before a summit of European leaders in Berlin on Monday.
As The Telegraph writes, the decision to send envoys to meet with the president of Ukraine is apparently a signal that the White House believes that the negotiations are moving in the right direction. On Thursday, Trump’s spokesman said he would only send a representative to the talks if he believed sufficient progress had been made.
