The opinions of the city’s residents about the innovations on local beaches were divided.

According to The Associated Press, in mid -May, the mayor of Brazil Eduardo Payes issued a decree establishing new rules for the embankment of the city, stating that he wants to maintain urban order, public safety and the environment, as well as to promote peaceful relations between tourists.
New measures should come into force on June 1, 2025, and they prohibit the sale of food and drinks, lease chairs, speakers and even live music in kiosks without official permits. In addition, beach houses will only have a room, not creative names, under which many of them are now known.
However, the opinions of the locals on the innovation were divided: some greeted this step in combating the fact that they consider chaotic activities on the beach, but others say that the decree threatens the dynamic beach culture of Rio and the means of existence of many musicians and local merchants, which can be difficult or impossible to obtain permissions.

For his part, the eagle Rio, who controls more than 300 kiosks, stated that these restrictions on music are tantamount to the “muffling of the soul of the waterfront, which undermines the spirit of democratic, musical, bright and authentic Rio.”
For her part, Maria de Lurdes Du Karmo, who heads the movement of united street merchants, known under the abbreviation of MUCA, stated that the City Hall does not give enough permits to the beach: “We need permits but are not given.”
Meanwhile, the 65-year-old resident of Kopakabana Maria Lucia Silva, on the contrary, supported such actions from the City Hall.
“Kopakabana is an area for the elderly … No one pays a very high real estate tax or absurd rent to have such a huge mess,” she complained, criticizing noise and pollution on the beach.
But for the 53-year-old Rebecca, Thompson of Wales, who came again in Rio after a five-week trip last year, madness on the beaches is part of the local charm.
“There is liveliness, there is energy. For me, there was always a strong sense of community and acceptance. I think it would be very sad if it disappeared,” she said.
At present, opponents of the decree are looking for ways to stop its implementation or at least change it to allow live music without permission. But so far unsuccessful.
Also last week, the Rio Municipal Meeting discussed a bill aimed at regulating the use of the coastline, including beaches and embankments. It supports some aspects of the decree, such as restriction of strengthening music on the sand, but not the requirement that the kiosks have permission to live musicians. The proposal must yet be officially made to the vote, and it is unclear whether it will happen until June 1. In case of approval, the bill will prioritize the mayor decree.
Economic activity on Rio beaches, with the exception of kiosks, bars and restaurants, brings about 4 billion reals (about $ 710 million) a year, according to the Rio City Hall report for 2022. Millions of foreigners and locals visit Rio beaches every year to enjoy the local relaxed atmosphere.
