Zelensky introduced the NSDC decision to ensure the availability of medicines

President Volodymyr Zelenskyy introduced the decision of the National Security and Defense Council “On additional measures to ensure the availability of medicinal products for Ukrainians” – decision Appeared on the President’s website on February 12.

The NSDC decree states that the Council heard the Minister of Health “on the situation in the national market for medicines.” She also took note of the “intentions of participants in the pharmaceutical market of Ukraine to reduce by 30 percent from March 1, 2025, prices for the most sought after basic medicines.”

NSDC instructed the Cabinet of Ministers, among other things:

  • Take additional measures to ensure “effective systemic dialogue” with the participants of the pharmaceutical market to reduce and stabilize medicines prices
  • Develop and submit to the Verkhovna Rada the corresponding laws of laws, in particular, on the implementation of the provisions of the Rules of Balar in the legislation
  • Adapt the Government’s Decree “On Measures to Stabilize Prices for Medicines and Medicines” from 2008
  • To ban from March 1, 2025 for the implementation of marketing services or promotion services “for medicinal products used
  • Recover from March 1 measures control over compliance with the requirements for the formation, setting and application of state regulated prices by sellers of medicines
  • During the month, to resolve the issue of expansion of the list of medicines, the cost of which is reimbursed by the National Health Service of Ukraine under the Medical Guarantee Program
  • Within two weeks, to work with the local authorities the issue of establishing pharmacies “as structural units of state and/or municipal health care institutions” with the introduction

“Rule Bolar” allows the manufacturers of analogues of original drugs to examine the drugs before the duration of the patent of the original drug.

The NSDC instructed the Ministry of Health during 2025 to monitor the implementation of contracts on medical care of citizens under the medical guarantee program in the provision of necessary medicines.

Also, the Antimonopoly Committee was advised to strengthen the control of compliance with participants in the pharmaceutical market of laws on protection of economic competition. The Council recommends that the Prosecutor General’s office “take additional measures” to identify financial abuse or opaque pricing, which leads to an artificial overestimation of drug prices.
