The National Commission for State Regulation in the Fields of Electronic Communications, Radio Frequency Spectrum, and the Provision of Postal Services (NKEK) issued an order to eliminate violations by VF Ukraine (TM “Vodafone Ukraine”) as a result of the October inspections.
Oleksandr Zhivotovskyi, the head of NKEK, announced this, noting that the commission checked the fulfillment by mobile operators of the strengthened requirements of the National Center for Operational and Technical Management of Telecommunications Networks (NCU) regarding increasing energy independence. transmits “Interfax-Ukraine”.
“These are quite strict requirements (NCU for telecom operators – ed). According to the checks we have already made – we do not see implementation, a very low percentage. According to the results of the check in October, we have already issued a prescription to Vodafone-Ukraine, we are waiting for a reaction operator,” said Zhivotovskyi.
He emphasized that when conducting inspections of mobile operators, the regulator focuses not on punishment, but on motivation to increase the energy independence of operators’ networks and their resistance to emergency outage situations.
“We have inspected and will continue to inspect operators regarding the readiness of their networks for power outages. Last year 2023, 18 inspections were carried out, and this year their total number will increase by 25%. Each inspection is one area in which the operator works. This year we will be able to do about 24 inspections,” Zhivotovskyi said.
Since the beginning of the full-scale invasion, administrative sanctions have been imposed on only one company – lifecell – for non-fulfillment of the requirements of the orders of the National Security Agency. In March 2024, NKEK fined the third-largest mobile operator UAH 10.45 million for non-compliance with autonomy requirements. The violation was found during an inspection in August 2023.
We will remind:
The NSU issued an order according to which mobile operators must ensure the availability of mobile services during 10 hours of power outages.
“Kyivstar”, “Vodafone Ukraine” and lifecell issued a joint statement in which they informed their users that it is extremely difficult to ensure 100% autonomy of mobile communication and the Internet for 10 hours during outages.
