Ukraine can go through the winter without electricity restrictions at temperatures from zero degrees Celsius and above.
This was reported by acting Oleksiy Brecht, Chairman of the Board of NEC “Ukrenergo”, writes “Interfax-Ukraine”.
“At a temperature that will be characterized by either zero or positive values, we will pass this period without restrictions. If we are talking about a temperature of minus 10-15 degrees Celsius, restrictions are possible – they should not exceed 1-1.5 thousand MW power,” he said.
The head of the company clarified that the specified restrictions are equivalent to one line of hourly outage schedules (4 hours per day – EP).
According to the updated energy balance of the system operator for the autumn-winter period of 2024-2025, which was prepared by the company last week, Ukraine can expect minor electricity restrictions only for three months: in December-February.
As Brecht explained, in the scenario of 10-15 degrees of frost for three days or more, the power deficit in the combined power system can amount to 2-2.5 thousand MW, which can be compared to two rounds of blackouts (about 8 hours – EP). However, the indicated values are marginal and the company has worked out a number of compensatory factors that provide for a decrease in the deficit.
Among such factors, the head of Ukrenergo named the expected increase in electricity imports from 1.7 GW to 2 GW, the possibility of using emergency aid from European countries in the amount of 200 MW, the planned introduction of distributed generation facilities of 500 MW by the end of the year, as well as recovery by winter an additional 1 GW of thermal generation capacity.

“Ukrenergo” considers the scenario of a possible disaster related to the lack of electricity in winter to be pessimistic, but it will not be an easy winter.
Generation deficits and blackouts are inevitable, and at best there will be no electricity for up to 5 hours a day.
