Ukraine’s Government Initiates Plans for Energy Independence Amid Ongoing Attacks

The Ukrainian government has tasked regional military administrations with developing comprehensive plans to achieve full energy autonomy. Prime Minister Yulia Svyrydenko announced this directive during a press briefing on February 13, emphasizing the urgency of preparing for the upcoming heating season.

Svyrydenko stated, “Each regional military administration has been instructed to create a plan for ensuring complete energy independence. This must involve systematic work alongside preparations for the next heating season.” The Prime Minister also highlighted the ongoing governmental support for regions affected by Russian bombardments.

This winter is considered one of the most challenging since the onset of Russia’s full-scale invasion four years ago. In light of the unprecedented attacks, Svyrydenko noted the necessity for enhanced supplies of equipment and air defense systems. The Ukrainian Ministry of Defense is actively addressing this issue, particularly at the ongoing Munich Security Conference.

The economic repercussions of these attacks are already becoming apparent. According to Svyrydenko, customs and tax revenues decreased by 12 billion hryvnias in January, a decline attributed to reduced business activity and changes in enterprise operations due to energy supply restrictions.

Since the onset of the full-scale invasion in February 2022, Russian forces have targeted Ukraine’s energy infrastructure. Attacks intensified in the autumn of 2025, causing significant damage.

The Security Service of Ukraine has classified these strikes on energy infrastructure as crimes against humanity. They reported documenting at least 256 aerial attacks on energy facilities and heating systems since the beginning of the current heating season.

The Ukrainian government is implementing plans for energy autonomy in response to ongoing Russian attacks on its infrastructure. Prime Minister Yulia Svyrydenko outlined the need for regional administrations to prepare for the upcoming heating season while addressing the economic impacts of these assaults.
