Terms and mechanism of paymentsThe loan is based on the principle of joint borrowing by 24 EU member states (without the participation of Hungary, Slovakia, and the Czech Republic). An important condition is that Ukraine will only have to repay the loan after Russia pays reparations. For successful receipt of funds in April, the legislative process in Brussels must be completed by early March, which will allow closing the financial gap in Ukraine’s budget for the current year.
